The task of programme risk management is to ensure that the programme makes cost-effective use of a Risk Management Process that includes well defined steps.

The programme approach to risk management is a combination of the programmes documented strategy, processes and means of delivery and should provide a best practice approach that will support consistent risk management across the organization.

In the same way in which risk management is formalised, so is the issue management. The purpose of issue management is to build a mechanism for the programme to efficiently deal with anything that arises by having processes and responsibilities in place. It is impossible to anticipate everything that could happen, so having a plan in place on how to deal with the unknown is important.
