How is Programme Management different from Project Management?

mspWhilst Project Management is about controlling a project, Programme Management is concerned with controlling a group of related projects. (If the projects are not related then this becomes portfolio management)

When a project is too large to manage as a single entity it needs to be split up into smaller more manageable projects, often with multiple project managers.

These smaller projects should all be designed to achieve a single long-term objective or benefit for the organisation. It is the Programme Managers role to make sure all projects run on target and achieve their objectives.

What is a programme?

MSP defines a programme as a temporary, flexible organization created to co-ordinate, direct and oversee the implementation of a set of related projects and activities in order to deliver outcomes and benefits related to the organizations strategic objectives.

Types of programmes

Programmes may be (in increasing levels of complexity) either :

  • Vision Led – Change being delivered has a clear vision which tends to be from a top down approach. It is also likely to focus on innovation or strategic opportunity.
  • Emergent  – Change evolves from un-coordinated projects that have grown within an organization.
  • Compliance – change must be done to comply with legislation.

Some programmes may be very well defined with a clear outcome, while others may be less predictable. The less predictable the outcome, the more useful MSP® will be to ensure you achieve your outcome.

MSP® is principles based so it is possible to provide a common framework for understanding for all programmes. The principles are represented in the outer ring in the diagram.

Principles are:

  • Universal – they apply to every programme
  • Self validating – they have been proven in practice
  • Empowering – give practitioners added ability or power to influence and shape the transformational change towards success.

The following seven principles should always be kept in mind when applying MSP to your programme, they are:

  • Remaining aligned with Corporate Strategy
  • Leading Change
  • Envisioning and communicating a better future
  • Focusing on the benefits and threats to them
  • Adding value
  • Designing and delivering a coherent capability
